RelayCore: Dispatch Gateway

High-throughput automated webhook and event dispatch microservice.

Public API endpoints:

• GET /health - Service health check
• POST /api/auth/sandbox - Request developer sandbox token
• GET /api/dispatch/status - Check dispatch worker telemetry
• GET /api/admin/audit/dispatch - Audit privileged dispatch vault (restricted to admin role)
